Anthony John “Toby” Moffett, Jr. (born August 18, 1944) is an American former politician and consultant from the state of Connecticut. A member of the Democratic Party, he served in the United States House of Representatives as the member from Connecticut’s 6th congressional district from January 3, 1975, to January 3, 1983. Over the course of four terms in office, Anthony John Moffett participated in the legislative process during a significant period in American history, representing the interests of his constituents in northwestern Connecticut and contributing to the work of the House of Representatives.

Moffett’s congressional service coincided with the post-Watergate era, a time of heightened public scrutiny of government and major debates over energy policy, environmental protection, and economic challenges. As a Representative from Connecticut, he was part of a new generation of Democratic lawmakers elected in the mid-1970s, and he took part in the democratic process through committee work, floor debates, and constituent advocacy. During his eight years in Congress, he focused on issues important to his district and to the broader national agenda, helping to shape legislation in a period marked by inflation, energy crises, and evolving U.S. foreign policy.

After leaving Congress in 1983, Moffett embarked on a career in journalism and broadcasting. He worked as a news anchor, producer, and investigative journalist, applying his experience in public life to reporting and analysis. He also spent nearly a decade as a syndicated statewide columnist, writing on political, economic, and social issues and reaching a broad audience through print media. This phase of his career extended his public profile beyond elective office and allowed him to remain engaged in public affairs and policy debates.

In the late 1990s, Moffett moved more directly into international and corporate advocacy. From 1998 to 2000, he worked at Monsanto as an international lobbyist, representing the company’s interests in global markets and before governmental bodies. In 1999, President Bill Clinton nominated Moffett to serve as United States Ambassador to Argentina. Although his nomination enjoyed unanimous backing in the United States Senate, the confirmation process extended for nearly a year, and he ultimately did not assume the ambassadorship.

Moffett subsequently established himself as a Washington-based consultant and lobbyist. He became chairman of The Moffett Group, a consulting and advocacy firm representing a range of for-profit and nonprofit entities, including large renewable energy developers and several foreign governments. In 2007, he joined with former Louisiana Congressman Bob Livingston and consultant Tony Podesta to form the PLM Group, a lobbying and consulting partnership that represented the government of Egypt for four years, reflecting Moffett’s growing involvement in international governmental relations and foreign policy advocacy.

In 2014, Moffett joined the international law firm Mayer Brown LLP as a consultant and later became a Senior Advisor, providing strategic counsel on public policy, government relations, and regulatory matters. Continuing his work at the intersection of government and the private sector, he expanded his portfolio of domestic and international clients. In 2020, he joined the Washington, D.C.–based lobbying firm Mercury Public Affairs as co-chairman, further solidifying his role as a prominent figure in public affairs consulting. In June 2021, it was reported that Moffett registered as a foreign agent lobbying on behalf of Hikvision, a Chinese state-owned video surveillance manufacturer, in accordance with U.S. disclosure requirements for foreign agents.
