Buy Outright or Get One Through Lifeline?

  • Getting a phone through Lifeline. If you qualify for the federal Lifeline benefit, a participating provider can give you a free or low-cost smartphone along with a discounted monthly plan. This is the cheapest route if you meet the eligibility rules.

You can combine both approaches: buy an unlocked phone you like, then bring it to a Lifeline provider to use with a discounted plan, as long as the device is compatible with their network.

What to Look For When Buying a Phone

Whether new or refurbished, focus on the specs that affect daily use:

  • Network compatibility. Confirm the phone supports the bands used by your carrier and that it offers 4G LTE or 5G.
  • Storage. Look for at least 64GB if you take a lot of photos or install many apps; entry-level phones sometimes ship with as little as 16GB plus an expandable memory slot.

Where Lifeline Fits In

Lifeline is a federal program that lowers the cost of phone and internet service for eligible households. Through a participating provider, you may receive a free smartphone and a monthly plan with talk, text, and data at little or no cost.

You generally qualify if you participate in a program like SNAP, Medicaid, SSI, Federal Public Housing Assistance, or Veterans Pension benefits, or if your household income is at or below 135% of the Federal Poverty Guidelines. Only one Lifeline benefit is allowed per household.

Note: The Affordable Connectivity Program (ACP), which offered a larger internet discount, ended in 2024. Lifeline remains the active assistance program, so ignore any “deal” that claims ACP is still funding free phones.
