It’s Time for a Representative Who Works for Us

As a forester and land manager I’ve spent years working outdoors in all seasons throughout Wisconsin. As a long time business owner and employer, organizational executive, and volunteer leader, I’ve led teams and helped people solve problems and perform at their best. As a rural legislator, I’ve worked hard to tackle challenges at home and support people from all walks of life, and politics. Whether it’s our public lands, good schools, clean air and water, or assuring health care for Wisconsin citizens, what happens in Washington affects all of us here in Northern Wisconsin. If we want a government that works for us, we need to elect representatives who listen. I am ready to go to work for YOU as your next Representative in Congress.

This is an Extraordinary Moment for America It’s Time for New Representation for Northern Wisconsin What’s happening in Washington today doesn’t reflect who we are, and it’s not what we need. We need a government that works for us. Fred Clark spent years as a business owner, forester, legislator, community volunteer, and dedicated father. He’s ready to go to work for YOU, representing the 7th Congressional District of Northern Wisconsin.

Rebuilding Our Rural Economy Small businesses, tourism, recreation, and natural resources are the backbone of Northern Wisconsin’s economy. But the Trump administration has delivered a one-two economic punch to northern Wisconsin residents. First were the tax cuts for billionaires that will add $3.4 Trillion to our national debt, all paid for by slashing health care and other crucial programs. They’re making life far more expensive for the people who can least afford it. Now we’re facing an ever-changing tariff war that is raising costs for manufacturers and importers, badly hurting farmers who depend on overseas markets, and raising prices for all of us. And with their votes and their refusal to assert their Constitutional duty, Republicans in Congress have supported all of it. Business owners can’t make crucial new investments when the government is changing the rules and the financial playing field on a daily basis, and they can’t thrive when residents can no longer afford their products and services.

In Congress I will Support Restoring economic stability by ending the senseless tariff wars, restoring trading partnerships with our allies, and developing a fair trade policy that encourages and promotes more jobs to stay in Wisconsin. Long-overdue tax reform that claws back 40 years of tax giveaways to the wealthiest Americans and our most profitable corporations. In the process we will reduce our national debt and help secure the future of lifeline programs like Social Security and Medicare. Investing more in the small and medium sized businesses that contribute the largest share to rural employment. Instead of hand outs to billionaires, lets invest in the kind of targeted subsidies that support the entrepreneurs and small business owners who generate rural jobs, live in our communities, and do the right thing by their workers - a public investment with a triple payoff. With our clean lakes, healthy forests, and small towns, Northern Wisconsin has all the fundamentals for a stable, vibrant economy where everyone can prosper. It’s time we made economic policy in Washington that lets us all do better here at home.

Border Safety and Immigration We need a secure border, and we need to actively prosecute and deport criminals. But America is a nation of immigrants and immigrants have added important benefits to our economy and to our culture. Instead of demonizing and harassing anyone who was not born in America, we need a rational policy for guest workers that allows the legal immigration needed to fill the demand generated by American businesses. As a result of the Trump Administration’s anti-immigrant agenda, the Immigration and Customs Enforcement Agency (ICE) will triple in size and is building a detention system larger than the U.S. Bureau of Prisons. The White House quota-driven deportation program has resulted in large numbers of legal immigrants, legal visa holders, and even American citizens, being seized in public without warrants by people in masks without uniforms, who are being detained or deported while being denied any of the due process guaranteed by our Constitution. These unconstitutional actions are not making America safer, they are terrorizing citizens and non-citizens in every community in America.

In Congress I will support: Requiring federal law enforcement officers to wear their uniforms and show their faces. Focusing immigration enforcement on keeping violent criminals off of our streets, not harassing legal immigrants while executing mass, quota-driven deportations. Securing the border with better technology, more agents, and modernized ports of entry. Reforming our guest worker programs so that farms, manufacturers, and service businesses can complement their labor force with legal immigrant workers. Reforming the asylum process so that immigrants with legitimate fear for their lives or their families can enter America legally and have their case heard. We need to hire more judges and officers to clear the Asylum backlog, and ensure that legitimate asylum claims are heard and honored. We need a smarter immigration policy that keeps our border secure and addresses criminal and drug-related activity, while allowing safe entry and humane treatment for legal immigrants to help meet the demands of American businesses and allow for a prosperous cross-border economy.

Health Care for Everyone It’s a national tragedy that despite having some of the finest doctors, clinics, and hospitals in the world, Americans pay far more for health care and suffer from worse healthcare access and poorer overall health outcomes than any other developed nation. American health care was already in need of reform, when Congress voted for another one-two punch to our health in the One Big Beautiful Bill (OBBB) . Because of drastic cuts to Medicaid funding in the OBBB and the elimination of Affordable Care Act subsidies in 2026, the Wisconsin Department of Health Services projects that over 270,000 Wisconsin residents will lose their health insurance coverage, affecting families, seniors, children, and disabled individuals who rely on Medicaid. The OBBB eliminates premium tax credits for the Affordable Care Act (ACA), which will hike ACA premiums an average of at least 75% in 2026, causing many self-employed people and middle-income Wisconsin residents to lose affordable insurance. In addition to loss of health coverage for thousands of low income people, and hugely increased premiums for middle-income people under the ACA, the OBBB will lead to the closure of rural hospitals and loss of providers in rural clinics - reducing access to health care for everyone, regardless of income.

In Congress I will support: Protecting, expanding, and strengthening Medicare and Medicaid Reforming Medicare Advantage to address the more than $80 Billion dollars of overpayment to private insurers from taxpayers. Providing a public health care option available for everyone. Requiring Medicare to negotiate with drug makers to make prescription drugs affordable. Ensuring that mental health care is treated and prioritized equally with physical health. Ensuring access to abortion, contraception, and the full scope of maternal and reproductive health care in federal law. There is no reason the wealthiest country in the world should live with the most expensive health care in the world, that leaves millions without coverage, while insurance companies reap record profits. We CAN do better and we have to.

A Future for our Farms and Forests The farms and forests of Northern Wisconsin are the backbone for our economy and our way of life. But Congress has allowed too much influence for special interests to siphon off the resources that could be going to support small and medium sized-farms and family forest owners. And they stood by while Elon Musk took a chain saw to the agencies who care for our public lands and who help our farmers and forest owners - firing the very people who support Northern Wisconsin. And now the Trump tariff war is destroying markets for farm products that have taken farmers decades to build. The number of family farms and dairy farms in Wisconsin continues to shrink as smaller farms are no longer able to survive prices consistently below their costs. The Trump administration’s senseless tariff war has caused China, which normally purchases half of America’s soybeans, to stop all soybean purchases, creating a crisis for farmers and the entire agricultural supply chain at harvest time. Wisconsin farmers have paid millions of dollars over decades into checkoff programs to build international markets for farm crops, only to have those investments wiped out by tariffs applied with no logic or foresight. Meanwhile, our forest products sector in Wisconsin continues to struggle, which affects jobs and our forests and their owners. Wisconsin badly needs new investments in research and development to find new uses for our wood products and help attract new forest product manufacturers. Today more than ever, our farmers and forest owners need opportunities to adapt to changing times and develop new sources of revenue.

In Congress I Will Support Restoring Congressional control over tariff policy and undoing the damage done to farm product markets with best farm trading partners. Passing a Farm Bill that balances farm and forest productivity with conservation and restores and strengthens our Supplemental Nutrition Assistance Program. Providing meaningful incentives for farmers who chose to develop renewable energy projects on their land to supplement farm income. Rebuild and re-invest in the US Forest Service, National Park Service, and other public lands that provide multiple benefits to Wisconsin residents. Continuing our investments in farm product and forest product research and development.

Our Constitution and the Rule of Law “The accumulation of all powers, legislative, executive and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed, or elective, may justly be pronounced the very definition of tyranny.” – James Madison, Jan 30, 1788. The United States Constitution has been a blueprint for democracy for America and for the World. But no constitution can guarantee the vision of its founders unless leaders do their part to uphold it. Today the guarantees of our constitution for Americans are at risk. In 2025 the Trump Administration has consistently violated the clear language of court orders, engaged in an unprecedented pattern of contempt of courts, verbally attacked judges, and fired agency Inspector Generals and other officials who have simply tried to do their job consistent with their oath to the Constitution. Trump officials have used the power of government to threaten and silence voices of dissent, clear violations of the First Amendment. And the Republican majority in Congress has, time after time, refused to use the power given to them in our Constitution to check that abuse of power. We don’t take oaths to kings, and that is not our America.

In Congress I will support: Immediately curbing the abuse of emergency powers claimed by the President to enact tariffs due to a supposed trade emergency, or to violate environmental laws such as the Clean Water Act in order to green light mineral or fossil fuel projects due to a supposed energy emergency, or claiming emergency powers to suspend Congressionally authorized programs. Legislation to reform the National Emergencies Act (NEA) to clarify and tighten Congressional authority of Presidential actions and prevent such abuses in the future. Calling for the resignation, and if necessary investigation and impeachment of agency directors and cabinet officials who violate the Constitution, violate federal law, and who display gross incompetence and reckless behavior. Legislation to further clarify and reinforce the role of Congress as a co-equal branch of government, and create meaningful penalties and consequences for the administration’s failure to adhere to court orders.
