Rose Penelope Yee for Congress

Rose Penelope Yee is running for Congress to replace Doug LaMalfa with a representative who actually delivers for the North State. She is focused on lowering costs, ending corruption, and restoring freedoms for every community she serves.

Biography

Rose grew up in the Philippines during the martial law era, where her parents – a journalist and a civil rights attorney – taught her that community organizing, free speech, and democracy are worth defending. She joined massive pro-democracy marches as a student, helped her father campaign town to town, and watched him face detention for representing jailed students. Those experiences fuel her commitment to stand up for people whose voices are ignored.

Rose met her husband, Timothy, in Singapore and later immigrated to the United States. Together they co-founded a socially responsible retirement planning firm that moves savings away from extractive industries and toward businesses that strengthen communities. Through the Social Venture Network and the B Corp community, she has worked to harness business as a force for good, even weathering the 2008 crash by keeping employees on payroll and supporting clients through the downturn.

In 2014, Rose and her family moved from Oakland to Redding to be closer to relatives and to invest in the North State. She quickly plugged into local service projects, from joining the Bok Kai parade in Marysville to partnering with grassroots volunteers in Shasta and Butte Counties. She and Timothy are proud parents and share their home with Kaboom, their rescue pup and “Chief Love Officer.”

Healthcare When You Need It

North Staters are being priced out of basic care while LaMalfa votes to slash Medicaid, undercut rural hospitals, and protect insurance industry profits. Rose believes healthcare is a human right and will fight to make sure every resident can see a doctor without going bankrupt.

Priorities

  • Reduce prescription drug costs and cap out-of-pocket expenses for working families and seniors.
  • Expand Medicare eligibility and protect Medicaid so rural hospitals and clinics stay open.
  • Recruit and retain healthcare providers in the North State through loan forgiveness and rural practice incentives.
  • Block cuts to veterans’ and seniors’ care disguised as “efficiency” or AI rationing schemes.

Housing You Can Afford

Home prices in the North State have jumped more than 50 percent in five years, pushing families, seniors, and first-time buyers out of the communities they love. Rose will bring federal resources home to increase supply and stabilize costs.

Priorities

  • Invest federal dollars in building entry-level and affordable homes across Shasta, Butte, Tehama, and Siskiyou Counties.
  • Provide down payment assistance for first-generation buyers and renovate vacant properties for workforce housing.
  • Expand rental relief and cost-control tools for rural renters squeezed by rising rates.
  • Support wildfire-resilient construction and insurance reforms so families can rebuild and stay rooted.

Jobs You Can Live On

North Staters work hard, yet wages lag behind the cost of living and tariffs drive up everyday prices. Rose will champion policies that create good-paying, future-focused jobs right here at home.

  • Raise the federal minimum wage and protect collective bargaining so paychecks keep pace with costs.
  • Expand trades education, apprenticeships, and community college pathways that lead to family-sustaining careers.
  • Invest in clean energy, broadband, and resilient infrastructure projects that lower utility bills and create local jobs.
  • End tariff policies that act as hidden sales taxes on working families while giving breaks to multinational corporations.

Ending Billionaire Corruption

Corporate lobbyists and billionaires are buying outcomes in Washington – and LaMalfa keeps voting their way. Rose will shut off the money spigot and return power to the people of the North State.

Priorities

  • Ban corporate PAC money, dark money, and lobbyist gifts, and close the revolving door between Congress and K Street.
  • Support constitutional and legislative reforms that overturn Citizens United and cap outside spending.
  • Tax hedge funds and giant corporations fairly while delivering relief to small businesses and working families.
  • Expose and block giveaways like the “One Big Beautiful Bill” that subsidize fossil fuel giants at the public’s expense.

Restoring Our Freedoms

Rose knows what it is like to live in a police state – surveillance, arrests, and censorship scar communities for generations. She refuses to let those tactics take root in America.

  • Protect free speech, free assembly, and a free press from government retaliation and intimidation.
  • Oppose warrantless surveillance and protect data privacy for citizens and journalists alike.
  • Defend reproductive freedom, LGBTQ+ rights, and the right to vote against extremist rollbacks.
  • Invest in mental health, housing, and public safety solutions that respect civil liberties while keeping communities safe.
