Charles Howell Porter (born June 21, 1833) was a Republican member of the United States House of Representatives from Virginia. He represented Virginia’s 3rd Congressional District and served two terms in Congress from March 4, 1869, to March 3, 1873. During this period, he was part of the post–Civil War Congresses that oversaw Reconstruction and the reintegration of former Confederate states into the Union.

Porter served as a Representative in the U.S. House, identified in congressional records by the bioguide ID P000438. He held office as a member of the Republican Party, reflecting the political alignment that dominated national Reconstruction policy at the time. After completing his second term in 1873, he left Congress and is regarded as a historical, former member of the House from Virginia.
