Charles Stewart was an American lawyer and Democratic politician from Texas who represented the state in the United States House of Representatives from 1883 to 1893. Born on May 30, 1836, in Truxton, Cortland County, New York, he moved south as a young man and became closely associated with the political and legal life of Texas during and after the Civil War era. By the late 1870s he had established himself as a prominent public figure in the state, positioning him for a subsequent decade of service in the national legislature.

Stewart’s formal education was limited to the common schools of his native New York, but he read law in the traditional manner of the period and was admitted to the bar after relocating to the South. He settled in Texas, where he began the practice of law and immersed himself in local affairs. His legal training and growing reputation as an advocate provided the foundation for his entry into public service, reflecting the common nineteenth‑century pattern in which the law served as the principal pathway into politics.

Before entering Congress, Stewart built his political career within Texas. He became active in Democratic Party circles and was elected to the Texas State Senate, representing Harris County from 1879 to 1883. In that role he participated in the reconstruction and consolidation of state institutions in the post–Civil War period, helping to shape legislation affecting local governance, infrastructure, and the legal system. His tenure in the state legislature coincided with broader efforts by Texas Democrats to reassert control over state policy and align it with the interests of a rapidly developing regional economy.

In 1883 Stewart advanced to the national stage. Elected as a Democrat to the United States House of Representatives, he served five consecutive terms, from March 4, 1883, to March 3, 1893, representing a Texas district during a transformative decade in American political and economic life. His service in Congress occurred during a significant period marked by industrial expansion, debates over tariffs and monetary policy, and the continuing adjustment of Southern states to the post‑Reconstruction order. As a member of the House of Representatives, Charles Stewart participated in the democratic process and represented the interests of his Texas constituents, contributing to the legislative work of the Forty‑eighth through Fifty‑second Congresses. Throughout these ten years he remained aligned with the Democratic Party’s regional priorities, including support for states’ rights and attention to agricultural and commercial concerns important to Texas.

After leaving Congress in 1893, Stewart returned to Texas and resumed the practice of law, remaining a respected figure in Houston and the surrounding region. His congressional career capped more than a decade of continuous public service at both the state and national levels, during which he helped articulate and defend the perspectives of a rapidly growing Southwestern state within the broader Union. Charles Stewart died on September 21, 1895, in San Antonio, Texas, and was interred in Glenwood Cemetery in Houston. His career stands as an example of nineteenth‑century Democratic leadership from Texas, linking local legal practice, state legislative work, and sustained participation in the federal legislative process.
