About Representative James Garland

James Garland was the name of several notable public figures who were active in politics, higher education, and the Catholic Church in the United States and Australia during the nineteenth and twentieth centuries. The name is most prominently associated with James Garland (1791–1885), a politician and lawyer from Virginia; James Garland (1813–1904), a member of the New South Wales Legislative Assembly in Australia; James C. Garland (born 1942), an American physicist, author, and president of Miami University in Oxford, Ohio; James Henry Garland (born 1931), a bishop of the Catholic Church in the United States; and James F. Garland, an American politician who served in the Virginia House of Delegates.

James Garland, the Virginia politician, was born in 1791 and became a prominent lawyer and public official in the Commonwealth of Virginia. Trained in the law during the early national period of the United States, he practiced as an attorney and entered public life in a state that was central to the nation’s political development. Over the course of his long career, he was active in Virginia politics and legal affairs, participating in the civic life of the state through much of the nineteenth century. His work as both a politician and lawyer reflected the evolving legal and political institutions of Virginia in the antebellum, Civil War, and Reconstruction eras. He lived to the age of ninety-four, dying in 1885 after a lifetime spanning from the early republic through the post–Civil War period.

Another figure bearing the same name, James Garland, was born in 1813 and became a member of the New South Wales Legislative Assembly in Australia. Coming of age as the Australian colonies were developing their own representative institutions, he entered public service in New South Wales during the nineteenth century. As a member of the Legislative Assembly, he participated in the governance of the colony at a time when responsible government and local political structures were taking shape. His legislative work contributed to the early parliamentary history of New South Wales. He remained active into advanced age and died in 1904, having witnessed the transformation of the Australian colonies and the approach of Australian federation.

In the twentieth century, the name was carried by James Henry Garland, born in 1931, who became a bishop of the Catholic Church in the United States. Raised and educated in the Catholic tradition, he entered the priesthood and advanced through pastoral and administrative roles in the Church. His ecclesiastical career culminated in his appointment as a bishop, a position in which he exercised spiritual, pastoral, and organizational leadership over a diocese in the United States. As a bishop, James Henry Garland was responsible for overseeing parishes, clergy, and lay ministries, and for representing the Church in broader civic and interfaith contexts during a period of significant social and religious change in the late twentieth century.

Another contemporary bearer of the name, James C. Garland, was born in 1942 and became a physicist, author, and university president. Educated in the physical sciences, he pursued an academic career in physics, conducting research and teaching at the university level. His scholarly work and experience in higher education administration led to his appointment as president of Miami University in Oxford, Ohio. As president, he oversaw the academic, financial, and institutional development of the university, guiding it through strategic planning, faculty and student initiatives, and campus improvements. In addition to his administrative leadership, James C. Garland has been an author, writing on topics related to higher education policy, university governance, and public affairs.

The name James Garland is also associated with James F. Garland, an American politician who served in the Virginia House of Delegates. Active in state-level politics, he represented his constituents in the lower house of the Virginia General Assembly. In that capacity, he participated in the legislative process, including the drafting, debate, and enactment of state laws. His service in the Virginia House of Delegates placed him within the long tradition of representative government in the Commonwealth, and his career contributed to the political history of Virginia at the state level.
