James Wilfrid Ryan (October 16, 1858 – February 26, 1907) was an American lawyer and Democratic politician who represented Pennsylvania in the United States House of Representatives from 1899 to 1901. He was born in Norwegian Township, Pennsylvania, and later moved with his parents to Mahanoy City, Pennsylvania. There he attended the public schools and completed his secondary education at the high school in Frackville, Pennsylvania, establishing early ties to the communities he would later serve in public office.

Following his graduation from high school, Ryan worked for a short time as a schoolteacher, an experience that provided him with an early role in public service and community life. He subsequently turned to the study of law, preparing for a professional career in the legal field. In 1884 he was admitted to the bar and commenced the practice of law in Pottsville, Pennsylvania. His legal work in Pottsville helped build his reputation and laid the foundation for his entry into elective office.

Ryan’s first major public office came when he was elected district attorney in 1892. In that capacity, he served as the chief prosecutor for his jurisdiction and held the post until January 1896. His tenure as district attorney demonstrated his standing in the local Democratic Party and his ability to handle significant legal and administrative responsibilities. The experience he gained in law enforcement and courtroom practice further enhanced his credentials as he moved toward national political service.

In 1898, Ryan was elected as a Democrat to the Fifty-sixth Congress, serving a single term in the U.S. House of Representatives from 1899 to 1901 as a Representative from Pennsylvania. His service in Congress occurred during a significant period in American history, in the aftermath of the Spanish–American War and amid debates over economic policy, territorial expansion, and industrial regulation. As a member of the House of Representatives, James Wilfrid Ryan participated in the legislative process, contributed to deliberations on national issues, and represented the interests of his Pennsylvania constituents during his one term in office.

After completing his congressional service in 1901, Ryan returned to private life and resumed the practice of law. He continued his legal career, maintaining his professional and personal connections in the region where he had been raised and had first entered public service. He lived in Mahanoy City during these later years, remaining part of the civic and professional fabric of his community.

James Wilfrid Ryan died in Mahanoy City, Pennsylvania, on February 26, 1907. He was interred in Holy Rosary Cemetery in Frackville, Pennsylvania, near the area where he had grown up and begun his education. His career reflected a progression from local educator to practicing attorney, county prosecutor, and finally member of the United States Congress, marking him as a notable Democratic public servant from Pennsylvania at the turn of the twentieth century.
