Lagomarsino was born on September 4, 1926, in Ventura, California. He grew up in Ventura County, where his family had deep local roots, and he attended public schools in the area. His early years were shaped by the economic and social changes of the Great Depression and World War II, experiences that would later inform his public service and political outlook.

After completing his early education, Lagomarsino served in the United States Navy near the end of World War II. Following his military service, he pursued higher education in California. He attended the University of California, Santa Barbara, and later studied law at the Santa Clara University School of Law, where he earned his law degree. Upon admission to the bar, he began practicing law in Ventura County, establishing himself as an attorney before entering elective office.

Lagomarsino’s political career began at the local level. He served on the Ojai City Council and subsequently became mayor of Ojai, California, gaining experience in municipal governance and local issues.
