Jim Carns, born on September 21, 1940, is an American politician and businessman in the manufacturing sector. He is a member of the Alabama House of Representatives from the 48th District and is affiliated with the Republican party.

Carns has had a long and distinguished career in politics. He served in the Alabama House of Representatives from 1990 to 2006. After his initial stint in the House, he decided to run for Jefferson County Commissioner and was elected in 2006, serving one term. He then ran again for his former House seat in 2012 and has been serving in the Alabama House of Representatives since then.

Throughout his political career, Carns has held several significant positions. He has chaired the 18-member Jefferson County Legislative Delegation, a position he was elected to by his peers for 4 of his 5 legislative terms. He has also served as the Past Chairman of the House Republican Caucus, where he served as Minority Leader. Additionally, he was the Past Chairman of Industrial Development & Economic Growth.

Carns has also been a member of the Alabama Economic Development Board and served on the board of the World Trade Association. He was Chairman of Alabama’s Welfare Reform Commission, where he drafted, sponsored, and passed welfare reform legislation in Alabama. Carns wrote, sponsored, and passed the first Voter ID legislation in Alabama. He also passed landmark legislation that set up the Holocaust Commission.

Apart from his political achievements, Carns is a member of the Woodlawn High School Hall of Fame. He is a University of Alabama graduate with a B.S. in engineering.

In his personal life, Carns is married, has three children, and six grandchildren. He enjoys golf, walking, and reading.
