John Paul Carr is an American politician serving in the Arkansas House of Representatives. He is a member of the Republican party and resides in Rogers, Arkansas. He has a Bachelor of Science in computer science from the University of Missouri and a Master of Business Administration from the University of Arkansas.

In the 2020 Arkansas House 94th District Republican Primary, Carr faced Adrienne Woods. Carr won the primary against Woods with 1,019 votes to 938. He then defeated Jene Huffman-Gilreath in the general election with 5,654 votes to 4,681.

Carr began serving as a Representative on January 11, 2021. During the 93rd Assembly, Carr served on the following committees: House City, County and Local Affairs Committee, Public Transportation Committee, and Advanced Communications and Information Technology Committee.

In addition to his political career, Carr has also worked as a project manager, a substitute teacher, and a financial advisor with Edward Jones. He is a Christian and continues to reside in Rogers, Arkansas.

As of 2023, Carr is a member of the Arkansas House of Representatives, representing District 15. He assumed office on January 9, 2023, and his current term ends on January 13, 2025. Carr is running for re-election to the Arkansas House of Representatives to represent District 15. The Republican primary for this office on March 5, 2024, was canceled.
