Leader Gloria Butler is the Leader of the Georgia Senate Democratic Caucus. She was elected to the Georgia State Senate in 1998 and became the first Black woman to lead either Caucus in the Georgia State Senate in 2020.

In the Senate, Sen. Butler serves as Secretary of the Senate Committee on State and Local Governmental Operations, an Ex-Officio member of the Senate Committee on Ethics, and a member of the Senate Committees on Health and Human Services, Reapportionment and Redistricting, Regulated Industries and Utilities, Rules, and Administrative Affairs.

During her Senate tenure, Sen. Butler has worked on several important issues facing Georgia. She has sponsored and co-sponsored many significant pieces of legislation. Lieutenant Governor Mark Taylor appointed Sen. Butler to serve on the Georgia Workforce Investment Board, which was established to assist in preparing Georgia for a statewide workforce development system. Governor Deal appointed her to the MARTA Overview Committee.

Sen. Butler is a passionate advocate for children’s issues, health care reform, and women’s issues. She served multiple terms on the Child Fatality Review Panel under the aegis of the Child’s Advocate’s Office. She was also appointed to the 2013 Medicaid Reform Study Committee and the 2013 Study Committee on the Status of Doctors in Georgia.

Active in her community, Sen. Butler volunteers with Positive Growth, a youth program that provides housing and counseling for young men (ages 11-17) who have been involved with the court system. The organization recently opened a second home, which was named in honor of Sen. Butler, for securing funds from the annual state budget for the operation of the facilities. She also secured funding and volunteers for VIBE, an initiative for the betterment of black male youth.

Leader Butler began her political career by directing a get-out-the-vote effort for a congressional campaign. She later became a legislative assistant in the United States House of Representatives, providing advice on education, agriculture affairs, environment issues, foreign agriculture and hunger issues, space and technology, and welfare reform. Sen. Butler continued her policy work internationally when the United States Information Agency recruited her to participate in the U.S. Speaker Program, which entailed travel to South Africa, Zimbabwe, and Swaziland.

Leader Butler remains active in several national organizations. She is the state director for both Women in Government and Women in Legislative Lobby. Sen. Butler is also a lifetime member of the NAACP.
