Senator Frank Blas

Frank Blas Jr. is a member of the Republican Party and currently serves in the Guam Legislature, representing the island-wide district. He assumed office on January 4, 2021, and his current term will conclude on January 4, 2027.

Frank Blas Jr., also known as “Biba,” has built a career that spans public service, business, and nonprofit leadership. Born on May 15, 1962, he is the son of Frank Blas Sr., a former lieutenant governor of Guam, and has continued his family’s legacy of political involvement. Blas first entered the Guam Legislature in 2007, serving multiple terms until 2013, and later returned for another term from 2015 to 2017. After a brief hiatus, he was re-elected in 2020 and has since been an active member of the legislature. His leadership roles have included serving as Minority Leader and, most recently, being elected Speaker of the Guam Legislature in January 2025.

Before his legislative career, Blas worked as a police officer with the Guam Police Department from 1982 to 1996, gaining firsthand experience in law enforcement and public safety. He later transitioned into the private sector as vice president and principal broker of Frank Blas & Associates, Inc., a real estate and consulting firm. His professional background also includes serving as Homeland Security Advisor for Guam from 2002 to 2006, where he focused on strengthening the island’s preparedness and resilience against threats.

Blas has also contributed to education and community development, working as an adjunct professor of criminal justice at Guam Community College. His commitment to civic engagement extends to nonprofit work, where he served as president and CEO of the Make-A-Wish Foundation of Guam, helping grant wishes to children facing critical illnesses. Additionally, he founded the Guam War Survivors Memorial Foundation, dedicated to preserving the stories and sacrifices of those who endured World War II on the island.

Throughout his career, Blas has been recognized for his dedication to public service, his advocacy for veterans and survivors, and his efforts to improve Guam’s security and governance. His political journey reflects a balance of legislative leadership, executive advisory roles, and community service, making him a prominent figure in Guam’s political and civic landscape. With his current term extending to 2027, Blas continues to shape policy and represent the interests of the people of Guam while preparing for future political endeavors, including his declared candidacy for Governor of Guam in the 2026 election.
