George A. Brown Jr. was born on November 14, 1948, in Lexington, Kentucky. He earned a Bachelor of Science degree in business administration from Tennessee State University.

Before his political career, Brown worked as a Supplier Diversity Business Enterprise Coordinator with the University of Kentucky Facilities Management. This role allowed him to gain valuable experience in business coordination and management.

In November 2014, Brown was elected as a member of the Kentucky House of Representatives from the 77th district. He assumed office on January 1, 2015.
