Joseph Bouie Jr. is an American politician from New Orleans, Louisiana. He was the chairman of the Louisiana Black Caucus in 2018. A Democrat, Bouie has represented District 3 in the Louisiana State Senate since 2020.

Joseph Bouie Jr. is an American politician from New Orleans, Louisiana. He was the chairman of the Louisiana Black Caucus in 2018. A Democrat, Bouie has represented District 3 in the Louisiana State Senate since 2020; previously representing District 97 in the Louisiana House of Representatives between 2014 and 2020.

Before entering elected office, Bouie was a retired Social Work Professor and former Chancellor of Southern University at New Orleans. He was removed from the position after a 9–2 vote of the Southern University Board of Supervisors. Bouie was the default winner in the November 14, 2014, special election after opponent Eugene Green withdrew from contention.

Bouie ran unsuccessfully for New Orleans City Council twice, in 2014 and 2017. In 2019, Bouie advanced to the runoff for District 3 in the Louisiana State Senate, which was vacated by Jean-Paul Morrell due to term limits. Bouie won the runoff with 60% of the votes, over John Bagneris.

In 2023, Joseph Bouie Jr. was re-elected to his position as a member of the Louisiana State Senate, representing District 3. He ran unopposed, securing another term in office.

Dr. Joseph Bouie is a retired Professor of Social Work and former Chancellor of Southern University at New Orleans. Dr. Bouie received his Ph. D. from Clark-Atlanta University, his MSW from Tulane University and his B.A. from Southern University at New Orleans. His professional experience includes 40 years as a Social Work Educator, University Administrator; community organizer, and specialist in the field of Substance Abuse as a program developer, trainer and researcher. His teaching, research and writings are in the areas of Administration, Community Organization, Leadership, and Substance Abuse. As a consultant and community volunteer, he has served on many community, state, and national boards. He is married to his wife of over 45 years Leslie P. Bouie and the father of five adult children. Dr. Bouie has shifted his public service focus to city and state governance to utilize his educational, administrative, and organizational expertise. He is the Louisiana State Senator for District 3 and past Chairman of the Louisiana Black Caucus. His Motto: “Education without God makes one just a clever devil”.
