Jill P. Carter, Esq. is a Democrat representing District 41 in the Baltimore City. She has been a member of the Senate since May 4, 2018. She is a member of the Judicial Proceedings Committee, Joint Committee on Fair Practices and State Personnel Oversight, and Joint Committee on Children, Youth, and Families.

Jill P. Carter, Esq. is a Democrat representing District 41 in the Baltimore City. She has been a member of the Senate since May 4, 2018. She is a member of the Judicial Proceedings Committee, Joint Committee on Fair Practices and State Personnel Oversight, and Joint Committee on Children, Youth, and Families. She is also the Senate Chair of the Joint Committee on Federal Relations and the Senate Co-Chair of the Joint Committee on Ending Homelessness.

Carter was born and raised in Baltimore and attended Hilton Elementary, the GATE (gifted and talented) School, and Western High School. She later went on to Loyola University, where she earned a B.A. in English and University of Baltimore School of Law where she earned a Juris Doctor.

Before her tenure in the Senate, she was a member of the House of Delegates from January 8, 2003 to January 2, 2017. During her time in the House of Delegates, she was a member of the Judiciary Committee and the Legislative Black Caucus of Maryland. She resigned from the House of Delegates on January 2, 2017.

In addition to her legislative duties, she has held various roles including City Council Assistant for the 5th District in Baltimore City from 1988-90, Assistant Public Defender for District 1 in Baltimore City in 1995, Hearing Officer for the Civil Service Commission in Baltimore City from 1995-96, and Assistant City Solicitor for Baltimore City from 1996-98. She was also the Director of the Office of Civil Rights and Wage Enforcement in Baltimore City from 2017-18.

Carter has been a member of various committees and task forces including the Governor’s Commission on Minority Business Enterprise Reform in 2003, the Task Force on Juvenile Court Jurisdiction from 2013-14, and the COVID-19 Access to Justice Task Force from 2020-21. She is also a member of the Maryland State Bar Association, the Monumental City Bar Association, and the Maryland Association for Justice.
