Jim Hinebaugh, Jr. is a dedicated public servant and a member of the Maryland House of Delegates representing District 1A, which includes Garrett and Allegany counties. He was elected to the Maryland House of Delegates in November 2022 and assumed office on January 11, 2023.

Born as James Carlton Hinebaugh Jr. on December 12, 1946, in Oakland, Maryland, he has a strong educational background. He graduated from Southern Garrett High School and later pursued higher education at the University of Southern Mississippi, where he earned a Bachelor of Science degree in computer science and mathematics in 1974. He further enhanced his educational credentials by obtaining a Master of Business Administration degree in public administration from Shippensburg University of Pennsylvania in 1988.

Before his political career, Hinebaugh served in the United States Army from 1966 to 1995, including service in Vietnam. He retired as a colonel in 1995. His military service is decorated with several awards including the Air Medal, Bronze Star with Combat V, Defense Distinguished Service Medal, Legion of Merit, Meritorious Service Medal, Valorous Unit Award, and the Vietnamese Cross of Gallantry.

After his military service, Hinebaugh was appointed Director of the Garrett County Department of Economic Development in August 1995. During his tenure, the department witnessed numerous business expansions, a decrease in the unemployment rate, and the creation of six industrial parks. He also helped establish the Garrett County Scholarships Program in 2006, which provides two years of free tuition at Garrett College to county high school graduates. He retired from this position on October 1, 2012.

In 2014, Hinebaugh ran for the Garrett County Board of Commissioners in District 3, challenging incumbent commissioner Bob Gatto. He won the election and was sworn in as a member of the Garrett County Board of Commissioners on December 9, 2014. He won re-election to a second term in 2018.

As a member of the Maryland House of Delegates, Hinebaugh is known for his commitment to his constituents and his dedication to public service. He is a member of the Appropriations Committee and has sponsored several pieces of legislation aimed at improving the lives of the people in his district.
