Senator Kevin Harris

Kevin M. Harris is a member of the Democratic Party and currently serves in the Maryland State Senate, representing District 27. He assumed office on December 9, 2025, and his current term will conclude on January 13, 2027.

Harris was born on October 24, 1981, in Newark, New Jersey. He pursued higher education at Washington Bible College, where he earned a Bachelor of Arts degree, and later completed a Master of Science degree at Walden University in 2014. His professional background includes work as a project manager, a role that has informed his approach to public service and legislative responsibilities. Harris also has a distinguished military career, serving in the United States Navy from 1999 to 2009. During his decade of service, he earned several commendations, including the Joint Service Commendation Medal, the Navy and Marine Corps Achievement Medal, the Humanitarian Service Medal, the Global War on Terrorism Service Medal, and the National Defense Service Medal.

Before joining the Maryland Senate, Harris served in the Maryland House of Delegates, representing District 27A from January 11, 2023, until December 8, 2025. He succeeded Susie Proctor in that role and was later succeeded by Darrell Odom when he transitioned to the Senate. His appointment to the Senate was made by Governor Wes Moore, following the departure of Michael A. Jackson. Harris’s tenure in the House of Delegates provided him with legislative experience and a platform to advocate for issues important to his constituents in Prince George’s, Charles, and Calvert counties.

In the Maryland Senate, Harris is a member of the Education, Energy, and the Environment Committee, where he contributes to shaping policy on matters ranging from public education to sustainable energy practices.
