Terri L. Hill, M.D. is a Democrat representing District 12A, Howard County in the Maryland House of Delegates. She has been a member of the House of Delegates since January 14, 2015. Initially, she represented District 12, which included Baltimore County & Howard County, from January 14, 2015 to January 11, 2023. Since January 11, 2023, she has been representing District 12A, Howard County.

She was born on May 3, 1959, in Pennsylvania. She attended Wilde Lake Senior High School in Columbia, Maryland. She then went on to Harvard University, where she earned her A.B. in bioelectric engineering in 1981. She pursued her medical education at Columbia University College of Physicians and Surgeons, earning her M.D. in 1985.

After her education, she completed her residency in plastic and reconstructive surgery at Columbia Presbyterian Medical Center from 1988 to 1990. She also completed a fellowship in craniofacial surgery at the University of Miami School of Medicine in 1991. She is board-certified by the American Board of Plastic Surgery since 1994.

She has been running her solo medical practice since 1991. In addition to her medical practice, she is also the Medical Director and Owner of Visage Rejuvenation Spa, L.L.C., which she started in 2006.

In her political career, she has served on several committees and subcommittees in the House of Delegates. These include the Health and Government Operations Committee, the Insurance Subcommittee, the Health Facilities and Pharmaceuticals Subcommittee, and others. She has also been a part of various workgroups and councils.

In addition to her professional achievements, she is also a member of several medical and political associations. These include the American Society of Plastic and Reconstructive Surgeons, the National Medical Association, the American Medical Association, the American Medical Women’s Association, the Maryland State Medical Society (MedChi), and others.

She has also been involved in community service. She has served as a mission surgeon for Operation Smile and has been a member of the Maryland Responds Medical Reserve Corps. She is also a founding member of the Howard County Chapter of the National Congress of Black Women and the Thurgood Marshall Democratic Club.
