Committees

Phil actively serves on the House Appropriations committee, overseeing the state budget. Additionally, he holds the position of Republican vice chair on the Health and Human Services Appropriations subcommittee and is a member of the Military and Veterans Affairs, State Police, School Aid, and Education Appropriations subcommittees.

Advocacy

Since his arrival in the Michigan Legislature, Phil has been a staunch advocate for workers and families. He consistently supports legislation aimed at benefiting working families and ensuring seniors retain more of their hard-earned income. Notably, he has focused on reforming Michigan’s auto insurance system to provide comprehensive care for those catastrophically injured in auto accidents.

Phil has also actively contributed to plans for essential enhancements in the state’s adoption and foster care systems. Appointed to the bipartisan House Adoption and Foster Care Task Force in February 2021, he collaborated with fellow legislators and stakeholders to enhance the safety of children under state care and streamline the efficiency of the child welfare system.

Professional Background

Currently serving as the Chair of the American Legislative Exchange Council’s Energy, Environment, and Agriculture Committee, Phil is also a board member for the Michigan Coalition for Responsible Gun Owners. In the 102nd Legislature, he holds the position of Chair of the 2nd Amendment Caucus. Phil, an ordained minister, obtained his bachelor’s degree in Youth Ministries and his master’s degree in Biblical Expositions from Pensacola Christian College. Before entering the Legislature, he served as a Youth Pastor, Senior Pastor, Assistant to the Pastor, and provided Sheriff and Jail ministries in various departments across the country. Phil was honored with the 2011 National Sheriff Association Chaplain of the Year award. Recently, he served as the School Administrator of Juniata Christian School in Vassar.

Personal Life

Phil and his wife, Marun, married in 1999 and have three children. They reside in Phil’s hometown of Millington. An enthusiastic hunter, Phil enjoys outdoor activities with his two sons and daughter.
