Randy was born in Carthage, Mississippi. He served in the United States Army from 1980 to 2006, dedicating a significant portion of his life to serving his country. After his military service, he continued his education at East Central Community College, Meridian Community College, and the Community College of the Air Force.

In addition to his military and political careers, Randy has been involved in various community organizations. He is a member of the American Legion, the National Rifle Association, and the Legislative Sportsman Caucus. He has also served as an Alderman and Mayor in Decatur, and he has experience as a police officer and EMT. Currently, he is a member of the Decatur Volunteer Fire Department.

Throughout his political career, Randy has been assigned to several committees in the Mississippi House of Representatives. These include the House Corrections Committee, House County Affairs Committee, House Gaming Committee, Military Affairs Committee, House Municipalities Committee, and Ways and Means Committee.
