Born on June 16, 1959, in Wilson, North Carolina, Victor Rountree has had a diverse and accomplished career. He graduated from Elm City High School in 1977 and later pursued higher education, earning a Bachelor of Science in business management and accounting from the University of Maryland European Division in 1993. Additionally, he holds two associate degrees from the Community College of the Air Force—one in financial management (1990) and another in personnel management (2001).

Rountree dedicated three decades of his life to serving in the U.S. Air Force, where he achieved the rank of Chief Master Sergeant before retiring in 2010. His military career included roles such as budget officer for the 55th Wing at Offutt Air Force Base and program delivery manager for the Federal Emergency Management Agency. Beyond his military and governmental service, he has also worked as a substitute teacher and is deeply involved in his community as a senior pastor at Endure to the End Ministries.
