Howard Lassiter Penny Jr., born on August 5, 1947, is an American politician and a member of the Republican Party. He represents the 53rd district in the North Carolina House of Representatives. The 53rd district includes Harnett County, North Carolina. He took the oath of office on September 17, 2020, and his current term ends on January 1, 2025. He is running for re-election to the North Carolina House of Representatives to represent District 53 and is on the ballot in the general election on November 5, 2024.

Before his current role, Penny served on the Harnett County Board of Commissioners. He also has experience as a deacon and Sunday school teacher at Coats Baptist Church and was a member of the Harnett County Tax Board of Equalization and Review. He also served on the Harnett County Board of Adjustments and Planning Board.

In addition to his political career, Penny is a third-generation farmer from Harnett County. He has been in agriculture for over 50 years, both as a farmer and as an agriculture equipment salesman. He has served on the Harnett County School Board and has been a Harnett County Commissioner since 2016.

As of the 2020 Census, North Carolina state representatives represented an average of 87,116 residents. After the 2010 Census, each member represented 79,715 residents. Members of the North Carolina House of Representatives serve two-year terms and are not subject to term limits. North Carolina legislators assume office on January 1 the year after their election.

Penny’s committee assignments for the 2023-2024 session include the Agriculture Committee, Appropriations Committee, Appropriations on General Government Committee, Education - Community Colleges Committee, Environment Committee, and Local Government Committee, where he serves as Chair.
