Carlos “Johnny” Méndez Núñez, es oriundo del Municipio de Fajardo, donde cursó la escuela primaria en el Colegio Santiago Apóstol y el nivel superior en la escuela pública Doctor Santiago Veve Calzada, en donde obtuvo su diploma con honores. Ese mismo año, inició estudios conducentes a un grado de Leyes -Juris Doctor- en la Universidad Interamericana de Puerto Rico, el cual obtuvo en el 1986.
