Doug Owens is a member of the Democratic Party and represents District 33 in the Utah House of Representatives. He assumed office on January 1, 2023, and his current term ends on January 1, 2025. Prior to this, he held office in the Utah House of Representatives District 36. His predecessor in District 33 was Judy Weeks-Rohner, and his successor in District 36 was Jim Dunnigan.

Owens was born in Salt Lake City, Utah. He earned a B.A. from the University of Utah in 1984 and a law degree from Yale University Law School in 1989. His career experience includes working as an attorney. Owens is also the founder of Utah Outdoor Partners.

In the 2023-2024 tenure, Owens was assigned to the following committees: House Ethics Committee, House Natural Resources, Agriculture, and Environment Committee, and House Revenue and Taxation Committee. In the 2021-2022 tenure, he was assigned to the House Economic Development and Workforce Services Committee and the Public Utilities, Energy, and Technology Committee.

Owens ran for re-election to the Utah House of Representatives to represent District 33 and won in the general election on November 8, 2022. He defeated Gerald Burt, securing 70.0% of the votes.

In addition to his political career, Owens has also made significant contributions to environmental conservation. He supports the Great Salt Lake preservation efforts and has called for all legislators to observe the conditions of the Great Salt Lake first hand. In 2021, Owens voiced his support for restoring the size of Bears Ears National Monument to the original size. He also sponsored a bill that would create a task force to explore the creation of a visitor center in the Bears Ears area.
