Born in Petersburg, Virginia on September 25, 1981, Jennifer D. Carroll Foy is an accomplished attorney and public servant. She pursued her education at several prestigious institutions, including the Virginia Military Institute, Virginia State University, and the Thomas Jefferson School of Law. Her academic journey culminated in a Bachelor of Arts (B.A.), a Master of Arts (M.A.), and a Juris Doctor (J.D.).

After graduating from law school, Carroll Foy taught in Los Angeles before relocating to Virginia. There, she established a private law practice specializing in criminal defense. Her commitment to justice and advocacy led her to run for the 2nd district seat in the 2017 election.

In addition to her legal career, Carroll Foy has been an active member of the community. She is a Christian and is married to Jeffrey Foy.
