Representative Joshua Penner

Joshua Penner is a Republican member of the Washington House of Representatives, representing District 31. He assumed office on January 13, 2025, and his current term is set to end on January 11, 2027.

Born and raised in Bonney Lake, Washington, Penner has deep roots in the community he now serves. He graduated from Sumner High School and went on to earn a bachelor’s degree from Saint Martin’s University and a graduate degree from Harvard University. His career has been marked by a commitment to public service and leadership, both in and out of uniform. As a U.S. Marine Corps veteran, Penner served as a radio operator during the Global War on Terrorism, including a deployment to Iraq. His military service instilled in him a strong sense of duty and a passion for advocating for veterans’ rights.

Before joining the Washington House of Representatives, Penner served as the mayor of Orting, Washington, where he focused on fiscal responsibility, public safety, and reducing tax burdens for residents. Under his leadership, the city achieved balanced budgets and increased investments in community safety. Penner is also an entrepreneur and the CEO of Inquisic.AI, showcasing his ability to bridge the worlds of business and governance.

Penner’s dedication to his constituents extends beyond his legislative duties. He has been actively involved in initiatives supporting veterans, including co-chairing the King County Veterans Consortium and co-founding the Pacific Northwest Veterans Coalition. He has also worked closely with law enforcement to provide de-escalation training, aiming to foster better understanding and support for veterans within the community.

On a personal note, Penner has been married to his high school sweetheart, Tricia, since 2005. Together, they are raising four children, two of whom have special needs. The Penners are passionate advocates for ensuring that all children have the opportunity to thrive with dignity, reflecting their belief in the value of every life.
