Noel Frame, born on March 26, 1980, is an American politician affiliated with the Democratic Party. She assumed office as a member of the Washington State Senate, representing District 36, on January 9, 2023.

Senator Noel Frame she has represented the people of the 36th Legislative District since January 2023, following her service as a state representative beginning in January 2016. An award-winning legislator, she has been honored more than 15 times for her tireless advocacy work.

Her commitment extends to various critical issues. She champions youth involved in the foster care and juvenile justice systems, advocates for individuals with intellectual and developmental disabilities, and addresses behavioral health challenges. Additionally, she is a strong proponent of economic development and has worked to rectify the state’s upside-down tax code.

In her current role, Senator Frame serves as the Deputy Floor Leader of the Senate, vice chair of the Senate Housing Committee, vice chair of the Senate Business, Financial Services, Gaming & Trade Committee, and a member of the Senate Human Services Committee. Previously, she chaired the House Finance Committee.

Beyond her legislative duties, Noel is a Partner and part-owner of Uncommon Bridges, an organizational development, engagement, and policy consulting firm based in Belltown. With nearly 25 years of experience across non-profit, private, public, and political sectors, she brings a wealth of expertise to her work.

Noel Frame resides in Greenwood with her husband Jim and their preschooler, Holden. Originally from Battle Ground in southwest Washington, she has called the 36th District home since 2005. She holds bachelor’s and master’s degrees from George Washington University in Washington, DC.
