Senator Joey Garcia

Joey Garcia is a Democratic member of the West Virginia State Senate, representing District 13. He assumed office on December 1, 2024, and his current term is set to end on December 1, 2028.

Born on January 30, 1983, in Marietta, Ohio, Joey Garcia grew up in Fairmont, West Virginia. He graduated from Fairmont Senior High School before pursuing higher education at West Virginia University, where he earned a Bachelor of Arts degree in History in 2005. He later obtained his Juris Doctor from the West Virginia University College of Law in 2009.

Garcia’s professional career is rooted in law and public service. He has worked as a personal injury attorney at the Manchin Law Group, a firm founded by Tim Manchin. His experience also includes serving as senior counsel for legislation and policy, as well as the director of legislative affairs for Governor Jim Justice. These roles provided him with valuable insights into the legislative process and policy-making.

In the West Virginia State Senate, Garcia has been an active participant in various committees, including Banking and Insurance, Education, Energy, Industry and Mining, Health and Human Resources, Interstate Cooperation, Judiciary, Natural Resources, and Transportation and Infrastructure. His legislative efforts reflect his commitment to addressing the needs of his constituents and improving the quality of life in his district.

Garcia is also deeply involved in his community. He is a member of organizations such as the Marion County Chamber of Commerce, the Fairmont Marion County Regional Airport Authority, the West Virginia Association for Justice, and the Fairmont Lions Club. He is married to Heather Hoelscher, and together they share a strong bond rooted in mutual support and shared values.
