Joey Garcia, a dedicated public servant, was born on January 30, 1983, in Marietta, Ohio. His parents, David and Kelly Garcia, instilled in him a strong sense of community and service. Joey is happily married to Heather Hoelscher.
Education: Joey’s educational journey led him to West Virginia University, where he pursued both his undergraduate and legal studies. He earned a Bachelor of Arts in History in 2005 and went on to obtain his Juris Doctor (J.D.) from the West Virginia University College of Law in 2009.
