Congressman Christian D. Menefee represents Texas’s 18th Congressional District in the United States House of Representatives. The district includes downtown Houston and adjacent communities stretching west and north to George Bush Intercontinental Airport.

Menefee grew up in Houston’s public schools as the son of two United States Coast Guard veterans, and he was the first in his family to graduate from college. Growing up in a working family that depended on what government could deliver shaped his commitment to making government work for people.

Before coming to Congress, Menefee became the youngest person and first Black attorney ever elected Harris County Attorney, the chief civil law officer for the largest county in Texas. He built that office into one of the state’s most effective public-interest legal operations, taking on polluters, bad actors, and overreaching government officials, including fights over health care funding and voting rights.

Before entering public office, Menefee practiced commercial litigation in complex federal cases and investigations and devoted significant time to pro bono work, including advising the NAACP Legal Defense Fund and assisting immigrant families affected by the first Trump administration’s travel ban. In Congress, he serves on the House Committee on Science, Space, and Technology and lives in Houston with his wife Kaitlyn, their sons Gabriel and Malcolm, and their rescue dogs Howie and Kennedy.
