About Representative William Bates Francis
William Bates Francis (born October 25, 1860) was an American politician who represented the state of Ohio in the United States House of Representatives in the early twentieth century. A member of the Democratic Party, he served as the U.S. Representative for Ohio’s 16th Congressional District.
Francis entered Congress on April 4, 1911, and served two consecutive terms, remaining in office until March 3, 1915. During this period, he participated in the national legislative process as part of the Democratic delegation from Ohio. His tenure placed him among the historical members of Congress who represented Ohio in the House during the years immediately preceding World War I.
