Marvin E. Holmes, Jr. is a distinguished American politician and a member of the Maryland House of Delegates, representing District 23B in Prince George’s County, Maryland. He has been serving in this role since January 8, 2003.

Born on November 27, 1948, in Cleveland, Ohio, Holmes graduated from Max S. Hayes Vocational School. He later attended Tuskegee University, where he concentrated in engineering.

Holmes served in the U.S. Coast Guard from 1970 until 1974, during which time he earned a Commendation Medal and the National Defense Service Medal. He was a member of the presidential honor guard and a search and rescue air crewman.

Outside of politics, Holmes is a real estate agent and has been in the field for over 25 years. He is the CEO of M. E. Holmes Enterprises, LLC, and was the director of the Real Estate Division of the Maryland Housing Coalition Brokerage. He also worked as a new home sales consultant with the U. S. Home Corporation.

In the Maryland House of Delegates, Holmes has held several key positions. He has been a member of the Environment and Transportation Committee since 2015, and he chairs the housing & real property subcommittee. He has also served as the Vice-Chair of the Rules and Executive Nominations Committee since 2020.

Holmes is a member of several other groups, including the Legislative Black Caucus of Maryland, the Maryland Green Caucus, and the Maryland Veterans Caucus. He was the Chair of the Democratic Party Caucus from 2011 to 2015.

Holmes’ political biography is defined by his commitment to creating laws that improve the lives of all Marylanders and his dedication to serving his constituents in District 23B. He is often referred to as the “guru” of housing and real estate, reflecting his expertise and influence in these areas.
