Joy Garratt is a dedicated public servant and a member of the Democratic Party. She is currently serving as a representative in the New Mexico House of Representatives for District 29. Her tenure began on January 1, 2019, and her current term is set to end on December 31, 2024. She is running for re-election to continue representing District 29, with the Democratic primary scheduled for June 4, 2024.

Born on April 11, 1952, in Long Beach, California, Joy Garratt has a rich educational background. She earned her Bachelor of Science degree in liberal studies, with concentrations in history and communications, from Excelsior College, University of the State of New York. She furthered her education by obtaining a Master of Arts degree in educational leadership from the University of New Mexico.

Before her political career, Garratt worked in public affairs and public relations. She also has a significant background in education, having worked as a social studies teacher in Albuquerque, New Mexico, and Pasadena, California. In addition to her teaching experience in the United States, Garratt has also taught English abroad in South Korea.

Joy Garratt’s commitment to her community extends beyond her professional roles. She is affiliated with the Ventana Ranch Neighborhood Association and the Albuquerque Teachers Federation. Her passion for protecting the unique cultures and traditions of New Mexico is deeply rooted in her family history, as she is the granddaughter of homesteaders from Union County in northeastern New Mexico.

In her role as a legislator, Garratt has been assigned to several committees. For the 2023-2024 term, she serves on the Appropriations and Finance Committee, the House Education Committee (as Vice Chair), and the Rules and Order of Business Committee (also as Vice Chair). In the past, she has also served on the Transportation, Public Works & Capital Improvements Committee.

Joy Garratt is married to Dale Garratt, a writer and educator. They have been married for 42 years and have one adult son who works in the trucking industry. Joy Garratt’s life and career are a testament to her dedication to education, public service, and the people of New Mexico.
