James Andrew “Jim” Burgin was born on May 20, 1956, in Knoxville, Tennessee. He is a Republican member of the North Carolina State Senate, representing the 12th district. He was elected in the 2018 elections.

Before joining the General Assembly in 2019, Senator Burgin served two terms as a Harnett County Commissioner with three years as Chairman. He is a longtime resident of Harnett County and current President & Owner of C&D Insurance with two offices located in Harnett County. Senator Burgin also serves as Chairman of the Board to New Horizon Insurance Group and President of B.C. Property Inc., a real estate development company.

In the North Carolina State Senate, Burgin supports Medicaid expansion, one of only a few Republicans in the North Carolina General Assembly to do so. During the 2021-2022 session, Burgin and Sen. Kevin Corbin announced they were working on a bill to do so.

Burgin has served on several committees during his tenure. In the 2021-2022 session, he served as the chair of the Appropriations - Health and Human Services and Health Care committees. He also served on the Agriculture, Energy, and Environment; Commerce and Insurance; Pensions, Retirement and Aging; and Transportation committees.

In the 2019-2020 session, he served on the Appropriations - Health and Human Services; Health Care; Agriculture, Energy, and Environment; and State and Local Government committees.

In terms of electoral history, Burgin has had a successful run. In the 2020 North Carolina Senate 12th district general election, he won with 60.84% of the votes. In the 2018 general election, he won with 60.00% of the votes. Prior to his tenure in the State Senate, Burgin served on the Harnett County Board of Commissioners, winning elections in 2012 and 2008.
