Frank S. Niceley (born March 3, 1947) is a native of Knox County, Tennessee. He has dedicated his life to farming and public service. After graduating from Jefferson High School, Niceley attended the University of Tennessee, where he earned a bachelor’s degree in soil science in 1969.

Niceley’s political journey began in the Tennessee House of Representatives. He served from 1988 to 1992 (96th and 97th Tennessee General Assemblies). In 2004, he was elected again to serve in the 104th General Assembly, winning re-election in 2006 and 2008 for the 105th and 106th General Assemblies. During his time as a State Representative, he actively participated in committees related to agriculture, conservation, and tourism.

In 2012, Niceley transitioned to the Tennessee State Senate, representing the 8th district. His district includes Claiborne, Grainger, Hancock, Hawkins, Jefferson, and Union counties. As a senator, he continues to advocate for rural communities, agriculture, and responsible governance.
